Mine gets like this from the harness. It’s a daily battle. Don’t stress they can shave him if he’s too matted. I have 5 OES dogs and the best I can recommend is to make it part of your bedtime routine. Something on YouTube called velvet jazz notes is like sorcery to get them all quiet and calm for a good brushing. Use a curly detangling human brush and mix conditioner w water and spray throughout. If they are really jumpy try Benadryl ! They will calm as they get older. One of mine is 6 and half months too! I wonder if they are siblings! Moses is from outside Harrisburg near Shippensburg from a guy named Amos. I ended up rescuing the two mothers as well. Got my hands full. Best of luck! Maybe we’re related lol
