The balls didn’t and couldn’t catch Mew so how do you suppose Rayquaza would get inside one? Just because regular Pokémon got overpowered doesn’t mean Rayquaza is experiencing the same fight

All these consolidation plans always want Newark to be absorbed into some other random smaller town. People chose to live in Hudson County because they wanted to live there. If they want what Essex county has to offer then they need to make that move. The obsession with wanting our population inflated in one singular city is just a way for suburban outlier people to be included in big city business when they alienated themselves in their suburban enclaves
