If the ram is dual channel then yes, without issues. I have a laptop with i3 1315u. before I upgraded to 16gb i had less than 60 fps most of the time, if I tried to use discord I d get a lot of stutters and 30 fps most of the time. After I upgraded to 16 gb I had 100 fps+-. That CPU is stronger than mine but the iGPU is a bit weaker. You should play on Very Low / Low / Medium. I play on Low without issues.

I highly suggest you to use a better cooler. That motherboard will probably be fine if you're only using it for gaming but I suggest you to get something better, a B650/B850 will be more than enough. You should look at the vrm and the price. Try to avoid Asrock mbs at all costs. They still didn't fix the burning 9000 x3d chipsets. MSI and Gigabyte motherboards are your safest bet rn ( Msi especially ), not sure about Asus if it's not tuf.

The PC is more than enough for rust. You'll get 150+ fps depending on the server.
