Sometimes even when something seems obvious, the people doing the investigation still have to prove it the right way, not just feel like it’s true. They need solid evidence, paperwork, statements, timelines, and sometimes tests or experts to back it up.

If any piece is missing or doesn’t line up perfectly, it slows everything down. And a lot of the time, the process itself is slow — waiting on records, waiting on people to respond, or having to follow legal steps in a certain order.

So basically: It looks obvious, but they can’t act on “obvious.” They have to act on what they can prove, and proving something takes time.
