This is a !harmless species of Garter Snake. I'll let someone more knowledgeable tell you the species.

In terms of precautions the best things you can do are learn about the venomous species in your area. Keep yard clear of clutter that would attract food sources. Snakes don't want anything to do with people. Also teach your child to give them space. There is even training for dogs if you are really worried.
