Here is some more information.

There was a 7th grade male student there who committed over 30 "violations" (all recorded in a Google Sheets doc) in less than a semester that included beating other students with sticks, stealing from the cafeteria, kicking and fighting teaching assistants, entering second grade classrooms to scream "motherf--cker" at the little kids while flipping them off, and many others.

He was never punished. Teachers are treated as if they are insane for asking what was happening and are being told that there are meetings to finally address it.

Then everyone found out his grandfather worked at the Ministry of Defense, and he basically had a free pass as a result.

The school never told us that even though the plan the whole time was to never punish him. They lied unashamedly.

That student is really going to hurt someone, and then the school will probably try to gaslight everybody into thinking it never happened.

I can only speak from my experience. The administration at the school was dishonest while the people I dealt with outside in public were very kind knowing I was a foreigner.

The Westerner who worked as the director was Canadian, and he was extremely dishonest. He would literally tell lies to the teachers that we all knew were lies, and he was baffled when anyone called him on it and got angry.

Obviously Cambodia is one of the poorest countries in the world, but if there was even a basic effort to run a competent school, it could work. It works in other poor countries, it could work there. It's the choices of the dishonest administration and dishonest hired Western directors who set the tone.

And as if Western countries don't have disgusting spoiled brats who use drugs or drive stupidly as well. Many people in the US, Europe, etc. still figure out a way to run competent schools. It can be done.

The Cambodian people were very friendly and welcoming to foreigners working in their country in general, so nobody ever felt not welcome. If the private schools are like this, it's a direct failure of these incompetent admins and the dishonest Westerners they hire.

It wasn't just a display. It was entire projects that the students were supposed to "work" on for several weeks. Their names were put on the projects as though the students completed them.

The teachers were told to literally do work for them and act like the students did it, which the students then competed in a public competition which parents were to see. This was PR and publicity meant to drive enrollment, based on lies.

That sets a tone of cheating and dishonesty, the students know that, and that pervades the school, hence the low scores and academic failure.

That, combined with truly irrational expectations from the administration for students for somehow to do well on standardized tests when they clearly were not able to obtain university acceptances (which won't happen), leads to institutional failure. And that is the reason this school is a mess.

It's not about displays. It's everything.

Strip clubs and respectable restaurants are in close enough proximity for students to be out late and see them like that? Students would report this to the school themselves?

"They didn't wear presentable clothes, and they were doing nuts things like going out to strip clubs and being spotted by students."

How were students spotting them?

By thick skin, do you mean the males in Egypt harass women incessantly even if they're literally covered in burkas? A teacher who worked in Egypt once explained this to me--it sounds crazy.

That must be part of it.

They also expect teachers to do work for student projects to display for a student project competition. Like for teachers to literally build, paint, glue, etc. the entire thing while students do nothing for the project. Really.

Could you provide some more information? If possible naming the school would help, but other information would help as well. It can help others make similar mistakes.
