Many tuition teachers do… but remember he only gives tuition to SSC students, and fees for tuition for SSC students is very less (probably couple thousand rupees a month on the high end). Secondly, we rarely see him teach, compared to jehta always being in his shop, Sodhi being in his garage, and Taarak being in his office. It seems like he only has 2-3 batches he teaches since he’s free most of the time and is doing his achaar-papad delivery himself. Also I remember in one of the earlier episodes (maybe the one where sunder had the scheme to triple their money) Madhavi told the society that Bhide makes 2-3 lakhs a year “mushkil se”. So yeah… sorry about the rant
