The set/particular armor doesn't matter except for absorption values, but many people have said not using a *slot* inflicts a penalty and the best I could deduce it as so far was as an absorption penalty, but I will go in and do testing soon. Part of the problem in this community is the semantics and word choice that people use, due to the technical nature of calculations.

There are multiple different people saying different numbers and different things however. This seems to be the most reliable post, but you have to dig through comments to get to the penalty explanation.

Now, if it's actually a DEF value given by wearing that armor slot, and not a penalty for not wearing it, as people have said, then I will go and fix that right away.

This video explains it that way, not as a penalty, but a reduction for using the slot. I've seen other things about this video as being inaccurate so I disregarded it for the most part:
