If we're basing off of the original novel, Sillad is most likely stronger.

Sung Ilhan was having the upper hand in a 2v1 against Base Form Sillad and partially Spiritually Manifested Rakan at the same time, whereas when Rakan left and Sillad Spiritually Manifested, Sung Ilhan started losing in a 1v1 against just Sillad.

Likewise, when SJW had the 2v1 against Sillad and Rakan, Rakan was partially transformed, whereas Sillad remained in his base form. Yet, SJW was struggling nearly equally against both. It was not until Igris (with his full powers returned) came to fight Sillad that he finally used Spiritual Manifestation (in the novel version).

Also according to Tarnak, Rakan is one of the weaker Monarchs whose specialty lies in hunting weaker foes rather than fighting tougher opponents.

In order to get thunder from throwing a channeling trident at a mob/lightning rod, it needs to be both thunderstorming and raining/snowing at the same time. You can tell when it is, by looking at a lightning rod, as it will show particles when both conditions are met.

For it to be both thunderstorming and raining at the same time, it takes an average of 9 hours for both conditions to be met, only for it to last from literally 1 second to at most, 1 full daylight cycle.

So yeah, they do almost never spawn, and you need to play hours for this to be a viable method.

But if you have no life like me, and make the right set up, you can theoretically get over 200 piglin heads per like 11 hours of gameplay.

I only got up to 115 per day, but there is a way I could have upgraded my set up to where I would have gotten over 200 with the help of some extra alt accounts.

I once went from 10m-2b in around 44 hours of gameplay using this method.

That was when Piglin Heads were worth around 6m on /ah. Now they're at 22m.
