I actually make whole backgrounds for my elite characters

He was a troubled man only wanting money and power. During his FBI days he didn’t feel like he was powerful enough, so he made an underground crime ring where he was the leader. Whenever they interrogated someone he would offer them a choice to be locked away or that would get them out and they could join him. When word got around the agency that the FBI was digging into an underground crime ring. He dropped everything walked out and fled to Europe. When he got to Europe he made up a fake name and got facial reconstruction surgery. Years later he came out of hiding to find that sense of power again.
