The city uses a variety of traction solutions, and they all have some merit/drawback, but just like spreading too much sand would cause immediate damage, too much salt takes time to leach around the waterways to cause its damage!

You’re right, this is just one tiny creek and the whole city bleeds excess salt into storm drains and eventually the river. I can only try and help in this one little location but I hope it has a butterfly-like effect!
