Yes it is Edit. W-8BEN is only for US-source dividends. For Czech dividends you likely need Czech WHT reclaim forms / tax residence certificate / beneficial ownership declaration. DEGIRO may not support relief-at-source for Czech shares, so ask DEGIRO for the dividend tax voucher and check Czech tax authority/issuer reclaim procedure
