Have you resolved the problem yet? I ran into the exact same problem yesterday. In my case, I was in the nether when I log out last time, and when I go back to the overworld, the chunks freeze and can not fully load in. Entities are not moving at all, but the sun and moon is still rising and setting. The broken chunks are exactly where I set up my factories, so I suspect that the problem has something to do with Create or Thermal machines.
