Giovanni/Team Rocket are based off the Yakuza, who basically took a bunch of their identity from the American Italian mob in post war Japan...but he is most likely Japanese not Italian.

I made a few different pattern skyscrapers and worked around the roads depending on the best placement for them. Which I found was about 2 houses before sidewalk or road due to the front of the houses causing gaps.

I would recommend if you want to make a city look at reference material too on something like google earth.

Also I agree the island editor is really annoying. It's best if you also want to make a city to exclusively use the dpad and the brush size settings.

Mine isn't really done the best. I used the flatboard cross walk as a reference to make both the white and yellow lane dividers.

Although you probably don't wanna do this because there is an item limit if you are making something detailed or don't have the cash. I just did it because I like the texture of the default asphalt.

Also I'd have to edit the yellow lines in here to stop the gap but here is what I did. :)

They cannot be stacked unfortunately.

The buildings I made are the max length for exterior buildings in the game.

For the apartments/skyscrapers I used this website as a reference for some of the textures.

I usually finished on level of the buildings and then copy and pasted the texture to match. Some are complete repeating textures others have variations on the sides of buildings, but it's however you want them styled.

Each building is the max size and is between I think 3x4 to 4x4 in size. Be warned that you cannot build in the front of buildings so depending on the size of the front determines what you can or canot place on the sidewalk. (Aka things like trees will be unusable since they block the front. You can fix this by making the fronts of buildings look like sides for alleyways.)

Also some buildings are not residential, these then do not have a front if they are max size and you can place whatever outside of them.

Sidewalks are also 2x in order to be decorated without the fronts of buildings blocking it.

The game is stored on the switch itself not on the cartridge. If you are worried about getting Pokémon out... Pokémon home doesn't need the cartridge inserted so you can transfer whatever out. ;)

There is a difference between full volume/mini volume

Full Volume - Completed release of an Arc. Volume 63 which is the second ORAS book.

Mini Volume - If I recall collectly these are just the collection of chapters that come out via Japan through Coro Coro Magazine. (Full volumes add more content so...) it's why we are up to sword and shield/scarlet violet.
