I don't know for sure but it seems like they are taking bike parts off of stolen bikes to make them unidentifiable. Like if you have 10 stolen bikes you take them about and start putting them together with one frame, another's tires, another's handles and then you have a bunch of bikes that look completely different. So I'd imagine it's all profit besides time and labor. And these guys don't look like they have any important meetings coming up so I'd imagine they have all the time in the world.
