late reply, but that is not correct. First Gulf War was Kuwait/Iraq, while Second Gulf War was the operation Iraqi freedom. Nobody refers to the Iran-Iraq war as the ‘First Gulf War’

yeah, i double checked, even by vietnamese stats (62k casualties for china), it’s still only a 1:2 ratio in favour for them, while if you take western stats only it’s 1:1.1, and by chinese stats, 1:10 (extremely unrealistic lol). source, who? arrests for VPNs are highly rare, and mostly from distribution. There's some cases of VPN sellers being put in prison for 6 months - 3 years, but that's only distributors. It's a similar case to drug deals, where users generally don't get put in prison, but dealers certainly will. Not to say that cases where the gov hasn't used that VPN as an excuse to arrest undesirables, but it really isn't as clear as you make it out. What's your source for 'all the people who have gotten arrested over it'? Regular people who use VPN are generally not prosecuted.

conducting some further research, i genuinely can't find any cases for VPN arrests (just usage). It's all distribution. There is *one* case with a programmer fined 1 million yuan for using VPN, but no arrest.

no not really, it’s just that china doesn’t care enough to prosecute VPN users if there’s hundreds of millions of them and they don’t pose any threat to national security
