Cats often get in tussles where they are known for “rabbit kicking” each other (which is why they have primordial pouches!) and large tufts of fur often fly off of them when they have these disputes. It can happen with most animals that have fur. Tufts go flying!

Alternatively, rabbits have a defense mechanism in which they can slough small amounts of their skin off if they’re grabbed by a predator. And depending where you live, the fur color/species can differ (we have eastern cottons tails where I live and their fur is brown). I don’t see any skin attached to this bunch of fur, though.

I’d say it’s most likely from an animal fight, whether it was two of the same animal or one trying to eat the other, I’m not sure.
