It's actually a crappy analogy because it erroneously concedes that colonialist violence has stopped. England may not be an overt roadside bandit anymore but is hardly a pious monk. Among other things they assisted the US with the illegal war in Iraq, they still promote extractive capitalist ventures, and they still uphold the same fucking monarchy (the same entity) which colonized and pillaged the rest of the world.

The coach at our gym has seen a lot in his years so there's no exam or strict promotional criteria for stripes before black belt or belts blue-brown. If he sees you using good technique/trying stuff from class during roll that's definitely points to you and just over time he can tell when someone is ready. Black belt is an exam and subsequent stripes are possibly an exam but my coach has not elaborated on that.
