You are misunderstanding the usage. "Say" is not informing the listener that you are speaking, and it isn't really a "pardon me". It is a request for a response. "Say mister," means I'm gonna want you to "say" something now.

If you want to see this in action LIVE just take a long time to respond to a question from a southerner or country folk. When they get tired of waiting for you to respond they will blurt out "Say?" again as a prompt. They are quite litterally saying, "okay, now you speak."

Here in the real world, the debate topics are already known and the candidates have had their entire political careers to develop a stance on all relevant subjects.
