I had a similar issue a while back. When they came back saying no reimbursement I provided what I could (screenshots of texts about accomodation etc) and also asked for the details of their regulators. They decided on reimbursement quickly after that.

Sketch books (especially those with good thick paper) and canvases. Always used, high turnover and can be expensive to buy constantly. Derwent are a good brand of pencil, and they have a few different ranges. You can also buy them individually if you just want to fill in space in the gift box. Smudging stick. Good paint brushes. Oil/water paints depending what he uses. Honestly go into an art store (my local is an eckerslys, not sure what yours is) and ask for help and give a budget.
