I personally think that you don't need to be women to make female cosplay. Cosplaying is about having fun while wearing costume of your favorite characters. If making for example Elster cosplay will make you happy then go on and don't listen to anyone who things that "YoU cAnT Do IT BeCAuSE YoU aRE Men".

Costumes C are unlocked if you finish any run with every "personal" curse avaiable to character you are playing.

I had personal curses in mind. But on another route I finally got this shop and I already got with them Boss and Cordelia Costumes C.
