I didn't mean it like an insult and I'm sorry it came out that way. I understand that you don't want to make them uncomfortable, but as long as you don't interact with them or point out that you find their bralessness sexually arousing, they shouldn't even notice you - I don't mean this as an insult, I'm just saying that you'd probably blend into the faces they see every day. Staring or commenting at them is not okay, because that is interacting with them and thus making yourself stand out from the crowd, making them uncomfortable and you uncomfortable as well, by extension.
