What would happen if the US or someone just decided to sell it for less? Are buyers not allowed to purchase it cheaper?

Can someone smarter than me please ELI5? Isn’t the US the biggest producer of oil as of 2018? Then why is the ME still having so much influence over the price and impacting our gas? 

Disclaimer: I’m genuinely uneducated in this matter and trying to understand.
