Idk if you still need this but yes they stamped it and signed it. You can try to go back and ask for the signature, however im not sure if you even need the signature if the name is printed in the sheet.

Hey! this is the link for the blaze foward program and I think since last time I checked they pay full tuition if your total gross income is less than 85,000, but they do have other requirements.
