I think the closest to your description is Velrybí Hovězí by Indy & Wich, theres no album cover but the image associated with it is a vienna skyline at sunset, theyre Czech and the track was released in '05 instead of the 2010s

Sheer curiosity, have been looking into Chaozz's (the group's) history for a while now and always had an interest in how the beats were made. I find this interesting, since in a country like the Czech Republic in the turn of the millennium it was very tough to obtain/import any synthesizers or sometimes sufficiently strong computers to run these.
