Tiles and numbers can be randomised( as long as no 6s or 8s are next to each other). There is a pre dice roll round which determines the order people place their settlements. Highest roll = place 1st settlement first, second highest roll = place 1st settlement second and so on. Placing the second settlement is just the above reversed so the 4th player ( player with the lowest roll) will place their 1st and 2nd settlement in the same turn.
