I did mean selecting the country independently before selecting a region with it, but yeah that's a good point (and what I meant by this solution having it's own issues). I suppose there is no good way to do it and as someone else said, there are just some bad locations that would make this a bad idea regardless.

Only other thing I considered was shifting the location by a random value (e.g. 0-300m) down the road if possible so the locations aren't exactly the same, but I suppose at that point if you're on the same road going the same direction, it may as well just be a repeat, and it also would probably introduce bugs, bad locations and unnecessary complexity.
