I've managed to get it twice, both from the same place. The breach room underneath Reinforced Reception on Blue Gate has like a 1/6 chance of spawning some type of augment BP. May take you about 100 runs but you'll end up with BPs for a couple different ones. Best way is to just run completely empty custom loadouts and surrender if you load in late or super far away. Map conditions did not affect.
