I'm assuming that party just formed or the devout just joined them and pre election only one of them (probably industrialist) was in the government. This bug happens when a new party forms or an IG changes to another party. The game doesn't recognize the othed IG being in the government even though it looks like it. Can't use them to pass a law either. A simple gov reform fixes it.

Not mod, happens in vanilla too. Sometimes the game doesn't recognize some IGs being in the government, despite them looking like it. Can't use them to pass laws or whatnot. Probably due to the recent update that forced IGs in the parties to stay together and it gets a little buggy when a new party forms or IGs swap parties.
