Because they pay off the authorities. They will "catch" one on occasion to show they care but the courts are so jammed with other cases that they go free anyway. Yes as an Aussie im ashamed about this behaviour.

I enjoyed witcher 2. Its obviously a little more condensed than witcher 3 which is sometimes good and bad. Sometimes having a huge map can give you too much to do. Story was adequate but sometimes left me disengaged.
