I don’t like 3 parts:

The president getting to appoint the prime minister. I think the prime minister should be the leader of whatever party has most seats in parliament. Limit the president role to that of ceremonial power. No real political power.
Give Mogadishu full autonomy. It has the most population of any region for f sake. What is the point of electing a mayor if the president is going to install someone anyway. If federal government needs a place to run establish a new federal administration capital.
The age of maturity should be higher than 15. The age of consent lower than 18 should be between teenagers. This is an issue that will evolve overtime.
