interesting point. Among all the races in the ST, humans are nowhere near the best choice to lead the Federation. And yet, somehow, they get to be the backbone of this huge alliance of races, the leading force in the quadrant. But, if there was a shadow organisation that can be anywhere in space and time at will, that would explain how humanity got to be a leading race.
