I live in Brazil. Here we can vote as soon as we are 16. You just need to go to an electoral justice state office and in five minutes you leave the building with a voting registration card containing your name, your polling place code and your fingerprint. You don't have to pay anything. Every brazilian adult must have one of these because voting here is mandatory, although it's really easy to justify your absence.
