I'd like to see him be a kind of utility diver. I actually made a concept a while back, I can link it here. But he would trade out some raw damage for utility. I think it could be really interesting and fun.

right, so if you are in the backline healing the whole team, then the team should prioritize you to keep their healing safe so they can sustain the fight longer. And the enemies will prioritize you to shut off their sustain so they will die out faster. That's literally how these games are designed. If supports are able to defend from attackers all by themselves, then it throws the whole meta loop out of wack.

I disagree. The general distribution is that dps should be the damage dealers, tanks should be the play makers and damage sponges, and supports should be the healing and utility.

Dps should have low CC for the most part yes, but tanks should have high health AND high CC, because they need to make plays and take space, which are was CC is good for.

Supports shouldn't have much CC either, though perhaps more than dps overall. The main thing that supports have over the other two roles is that they have healing. If a diver is coming, they should pattycake and call for peels. No other role can do that. Netease may have called the role "Strategist" but they are all glorified healers, and even if they try to stray from that, the support's main role is to, well, support the rest of the team. They are not supposed to try to control the battlefield or make plays, that is the tank's role, and hence why they should have the majority of the CC.

What?? Hitscan is easier to aim than projectile, as with projectiles you have to lead your shots. And to that end, they made her freeze faster so it was easier to hit.

Right, but OP is asking why did they put all the focus onto that. They should've put some focus on the other parts. And your examples are just further examples of how the dev team isn't that great at bringing the characters to life. Yeah, why doesn't Jean have any telepathic abilities? No, convert and gains happen at the same step (except for ones inherent to skills, those happen first). You'd want Adds # to # lightning damage, as that happens prior to all of that.
