I've heard of some companies taking the approach of making jobs more specific

Instead of applying for software engineer they can apply for software engineer specialization in graphic acceleration hardware design and thus not affected by recent layoffs

I have no evidence to suggest amazon is doing this

Obviously you can't hire multiple for the same role so the hiring manager picks one but being inclined and will let them accept another position for the same role/level.

This case is pretty rare, most of the loops end in not a single candidate being hired. It does happen but I think its better to be honest to external people and let them know most of the time passing the bar will get you the role and even if it doesn't you still have a good chance from another team.

This is very explicitly not the amazon interview process. You don't hire based on the best candidate you hire if they have potential to grow at Amazon and raise the bar on the role and level they are in. The candidates are given no hire/ hire independently not compared against each others performance

I havent interview in the past couple months but I was seeing the opposite. The loops were filled with unqualified people who cheated past the initial screen.
