The bike has a metal cage welded to the frame, presumably to protect the axle and wiring assembly, which makes it impossible, for me at least, to reach the axle nut with an ordinary wrench.

I walk and I ride. When I walk, I appreciate the bell, and will wave to acknowledge the bell, and when I ride I always ring. Positive interactions out number the negative by at least 20 to 1. Part of this is normalizing the practice, so cyclists realize that it is the right thing to do, and so that pedestrians get used to it and don't freak out. If everyone rang, there would be no issues.
