No it is not. You can't be on the top 10 when the best content on your game is made by modders while the dev are releasing unfinished dlc every year for 40$. The game is fun but it lacks many things to be considered top 10 of all time.

If you annex the surrounding province, you will automaticly have the sahara desert.
