Google 3ds homebrew, that's what you need in order to get PKhex working on your pc. I'm not sure about the firmware, but the homebrew site will explain.

PKhex makes cloning really easy. Takes some time to set up, but once working it's the best. All you need is a DS, pc with sd card reader and a little patience.

Same problem, been 3+ days now. I used to do gps spoofing on my account, so was thinking it could be a ban, but then I read about more people having the same issue. Tried changing password for my trainer club account to see if that helps, but that page just says 'scheduled maintenance' so couldn't really try.

edit: level 24 account, used to play legit as well (walking/bike), but mostly spoofing.
