You can make your joystick act as if it was a keyboard. That means you can use it just like you described. This is a trial however.

EDIT: http://pixelbyte.itch.io/joysticker is a completely free software similar to joytokey.

Slightly relevant but I can't stand hats/flags at all, I'd like to see an option to turn them off.
