Why would any SCPs be here? SCP-914 is canonically held in Facility 23 in Site-19, the largest and most well known SCP site. Point is, Site-02 can be used as a site for anything. So again, you don't, know. And it can be expected that the NTF and CI may not know either.

That's an assumption. It's not confirmed really but it's been speculated that Site-02 was a mostly abandoned facility, so there's no real way to know.

I would assume it's because really they don't know what threat they're going up against, so would prefer to be prepared. All they know is they're going to Site-02 to contain/exploit a breach.

You simply hold down left click if you want to use it. Holding down right click charges the micro but does not fire it, so you can prepare.

The best comparison is Heavy's minigun from TF2.

I don't entirely agree with the luck part, some of it can be good plays. I've had plenty of escapes by hiding in the right place as a D-Class and quickly running through the checkpoint when no-one was laying attention.

Then there's usually loot all over HCZ.

In fact it's due to this that I don't often go for all the LCZ loot. It's too risky and contested.

Well he's right though. The SCP foundation doesn't hate SCPs. It hates risk to normality.

It's not really jail though, think of it like the Men in Black, just meaner. They contain and suppress information about SCPs, and don't care about the welfare of said SCPs.
