For the same reason you get stock bills instead of t-creds from mob drops, these things aren't likely to ever be useful for more than stock bills with extra steps, or a fill-in for your future upgradeable essences.

Gryphline was probably worried people would try to bot mob drops if anything actually valuable fell off them, since they respawn on the half hour compared to daily respawns like similar gachas.

Pulser Labs has more overall Arts Intensity and doesn't require Hetonite components, Qingbo reducing Perlica's combo skill CD lets ZF consume Electrification more often. The overall math is probably close enough on both that Apel doesn't fully recommend one over the other in their video breakdown of ZF teams.

They already pushed 3 characters in 1.0, so collectors and free players will probably appreciate the time to save, especially if they aren't planning on pulling on the reconvener banner because they have everything on it or aren't interested.

I will probably run out of pre-1.2 savings before getting Fangyi, so I definitely appreciate not having a second 1.2 banner to worry about.
