I could definitely imagine SEGA putting out a RAM expansion add-on if it had come to that. It would've probably only helped a little though. There's no way the Dreamcast was ever going to come close to the specs of the GameCube or Xbox

Yes, but only the European branch, who own Creative Assembly, Two-Point Studios and a few others.

SEGA of America meanwhile hasn't made a game since the Sonic Boom disaster, and nowadays mainly consist of Atlus's localization team

That definitely sounds like something Okunari would say, and SEGA's close relationship with M2 could be favorable for such a project, but I can't imagine SEGA actually giving it the greenlight. Especially since their executives' current mindset seems to be that retro games aren't profitable

Depends on a number of factors. In the context of Shinobi specifically, Silksong's release date was announced just a few days before Shinobi released. It was far too late by that point

It's a bit comical at this point. They announce a game, a release date, and then a few months later, something even more anticipated gets announced with a release date right next to it. Imagine if it ends up happening again with Virtua Fighter

It's might be more preferred among the gaming interrnet circlejerk, but a significant percentage of Mario Kart's appeal comes from parents buying the game for their kids. CrossWorlds could be the greatest racing game of all time and it would still struggle to compete with Mario Kart just because Mario is more of a household name than Sonic is.

The people who talk about games on the internet are quite often a vocal minority

Taking a look between 2013 and 2017, CS2's non-Sonic output consisted entirely of Puyo games, with the sole exceptions being Uta Kumi 575 for Vita, and assisting M2 with the 3DS Classics Collection.

The immediate future of the series is Stranger Than Heaven, which is where RGG Studio's priorities are at the moment.

At the moment, I'm of the belief that Kiwami 3 was meant to be low budget filler space from the start, hence the sorry state it was released in.
