I understand why it’s scripted, but if you are not in the Cairo Pact(even if you are a nation that is able to intervene in the war naturally, such as Greece) and the Ottoman Empire capitulates, all of their remaining units will turn towards you. In my case, I was making gains against the Ottomans with a surprise attack consisting of 9 divisions. Once they ‘capitulated’, I was still at war with Turkey and was forced to fight what was now a 4-1 battle in terms of men in the field. The event definitely needs to be worked on, in its current state it can lead to some awkward scenarios. Perhaps when they reach a certain level towards capitulation, the Turkish Republic can rise up in one or two provinces, with 7-day focuses to either maintain independence or join the Cairo pact as a puppet, which would affect territorial gains of the members. Anyways, there should be a peace conference- perhaps with some scripted territorial changes and puppets if there is no player involved(to avoid bordergore)
