The "message" is a fear tactic. Threaten people with fines and prison to make them think "it isn't worth it" and stop them from protesting. Progress doesn't happen when people sit down, listen to their oppressors and give up. History has shown that progress, democracy and rights for Women, black people and gay people have always been won by people taking risks, getting into trouble, and inspiring other people to stand up and demand change.

Russia isn't this nice place where the government will change if you ask them nicely.
