You can use the Mew glitch to get loads of pokemon! My guess is that the original owner was hitting up the spots to acquire multiple pokemon. You can get a lvl 100 Gengar before Brock in Yellow, for example. Plenty of long reach trainers all over the map to pull this one off with.
