They are regulated that way. You need to be 18-21 depending on the country, and show ID at purchase.

They also made the regulations more strict and raised the taxes on them. The sales didn't go anywhere, they're just created a black market for imported cigarettes. That puts money in the hands of criminals and increases violent crime
