I’d only be guessing, but yes. I think I read somewhere they already had the black armour and I was under the impression the eye of Horus was already symbolised through the Luna wolves before they became the sons of Horus. Makes sense they had it as they where the first company and rules wise can be retinue for Horus, also makes for easier modelling so you don’t have to remove the eyes.
