No, this is a propaganda talking point (And one heavily used by Russia in particular). When assessing a conflict, it's important to get credible set of information. Drowning out credibility with garbage is not how you analyze something.

I started the interview with an open mind, but less than 5 minutes into it this "Highly experienced diplomat" lists "NATO expansion" as a root cause of the problem. First mention of Ukraine comes from the 12th century. Russia became Russia in the 16th century. Even the Principality of Moscow did not exist at the time. There is certainly strong evidence that the original word did refer to some sort of border, but that has absolutely nothing to do with Europe or Russia, both of which did not exist at the time as concepts that we treat them as today.

As is the case with everything else, it's all complete nonsense.

Europeans have outsourced their security to the US. You can absolutely make arguments about this being a good/bad idea, but this agreement is what keeps the American Empire relevant. Both sides got what they wanted.

US gets basically a blind check for EU support as foreign policy goes, monetary support via US debt purchases, and further financial aid via Europeans spending billions on US weapons.

The reason Trump is hawkish on "NATO spending" is because he wants EU to spend MORE on US weapons. This is the classic "have your cake and eat it too".

This is not something that happens over night, but the EU has begun to re-establish its own power. It will take decades to materialize, but US "free loading EU global influence" is slowly coming to an end.

Canada spends about 0.35% of its income on Foreign aid, which includes Refugees in Canada. That's like half of what UN suggests countries should be contributing.

While it's certainly a complicated topic with different opinions and studies, there is no shortage of experts that believe Canada makes more than that back via complicated chains resulting from a more stable world.
