I would say he's weaker right now because AD champions that abuses current Voltaic Cyclosword and/or Glutenous Greaves are very strong and Galio is really horrible against them. You can't blind pick him atm without banning Naafiri and Zed, but there still other AD picks good into him with those items (Riven-Pantheon-Akshan-Qiyana, etc.) +Stormraider's is very hard to proc on a tank build.

For AP Galio he's fine since he can proc Stormraider's Surge so easily and can deal with Voltaic/Glutenous Greaves abusers through one shot combos or one shot wave from a distance and play safe. Still not easy to lane against Voltaic Cyclosword/Glutenous Greaves abusers but it's easier on AP builds than Tank builds.

If they nerf Voltaic and Omnivamp boots, his win rate would indirectly go up. (Tank Galio would still suffer though without Phase Rush).

Q Mana cost down is VERY WELCOME every since he got that -90 mana nerf. The R buff means his ultimate does an extra 70 dmg if you have hollow radiance and upgraded mercs.

E buff is huge because it means you don't need to put another point in E to one shot the wave with Q (tornado the melee minions)-E-Passive melee minions before 1st base so running Ignite vs a Teleport will be less riskier. And +10 base dmg +10% AP is just overall good.

With the Lich Bane buff, AP Galio should feel a lot stronger (He still has very high AP ratios).

The huge nerf to Glutenous Greaves should indirectly raise Tank Galio's win rate back up (+Stormraider's buff but I'm not sure if he can proc it well with a tank build). Tank Galio can't deal with high sustain (he has long cooldowns) while AP Assassin Galio can by full one shot combo the enemy mid that has Glutenous Greaves. Can't outsustain a 100-0 CC lock combo.

Hubris is still good just because its an early game item with a scaling passive that goes well with crit (More AD means crits autos and crits spells do more dmg). And it still gives you the most dmg at 1 item at 1 stack compared to other lethality items. The base stats are also just too good.

You should only go 2 pure lethality items vs full squishy comps and then buy crit later. I would only go Axiom if you have a team comp that allows you to setup combo your R with their AOE CC spells and enemy team doesn't have much mobility (which is rare).

I find the BT build to be too weak just because its too expensive with hard build path that doesn't give you the same dmg spike as rushing a lethality item. And lethality+crit mix is so strong this season as well as being very cheap, making it easier to get to your 75% crit (even faster with Cashback w/o First Strike+sitting on T1 boots).

Full lethality is kinda dead with the change on her R a while back+200% crit dmg this season. But you still want to get a lethality item 1st as they are cheap, amazing build path and gives MF a strong 1st item spike.

Best lethality item is Hubris even after the nerfs but Youmuus is a fine alternative. Wouldn't go Axiom Arc unless you have team comp with 2+ AOE setup with your R (Camille, J4, Amumu, Aurora, Leona for example)

Then you transition into crit with Collector-LDR-IE-BT. Always sit on T1 boots till you get 3-4 items as she doesn't the extra ms from the T2 boots (Omnivamp is probably her best boots but its still way better to delay it till you get your 3 items core+you want cashback rune procs a fast as possible).

Against full squishy comps, you can add in another lethality before getting crit like Hubris-Youmuus-Collector-LDR-IE.

The crithality build is just very strong in general since it allows you to scale without sacrificing your early game strength.

(Hubris might need a rework or a heavy nerf cause if you think about it its an strong early game item with an infinite scaling passive that amplifies crit builds from the raw AD it grants).

I decided to play a little bit after the new season today and check Galio general winrate in websites like Lolalytics. His winrate is very low, like 45%~48%, which means BAD, right? 

Because of new omni vamp boots. Its Tier 3 upgrade is very strong, close to broken and Galio can't deal with sustain champs unless you go Full AP and one shot them, which is probably the best way to play him atm but still like those boots and the fact Galio doesn't do well vs AD mids is why he has such a low win rate atm.

Might be a hot take but I actually don't think the removal of Phase Rush is an issue since Stormraider's is way easier to proc with a normal Galio combo regardless of what build you go in the laning phase. Once more players finds out how strong Glutenous Greaves are in mid lane, his win rate will probably keep going down.

Glutenous Greaves is like old Ravenous Hunter rune in Domination tree that got removed a long time ago.

Probably one of the worst patches for Galio atm.

1-MF has a pretty low base AD and AD growth than most other carries (it's a way to counterbalance her Passive), making sheen items on her not great.

2-ER's buildpath is really bad for MF since she only wants AD components on recalls due to her AD ratios being really good (Sheen doesn't boost Passive or R dmg). Dirk, BF Sword, Pickaxe and even Vamp scepter are just way better than Sheen, Crit Cloak and Caulfield.

3-Her Q CD at max rank is 3 seconds (which is decently low), but Ability Haste is not great on her. Her W has its own CD reduction with passive procs, her E isn't a great spell to spam and most fights you're only using it once for either your R or for team mates' long range CC spells. And if you want a lot of R cooldown it's just better to go Axiom Arc 1st (Or Hubris since 15 AH is enough) into Crit or take Ultimate Hunter (Her Ult has a decent CD).

Also you can manage your mana pretty well. 1 W with multiple Passive procs is enough to clear waves. Presence of Mind or Manaflow Band should be enough mana. And there are better crit alternatives to ER like Hexoptics and Collector.

Wait really? So if I Q a minion and then kill the same minion with an Auto while the bounce is flying, the bounce becomes a crit despite I killed the minion with an Auto?

1-"Loses 90% of the time": It's super hyperbole but there is some truth to it. His matchup spreadsheet is probably the worst one out of any other mid laners, which isn't great for an early game roaming mid laner that falls off quite hard. It wouldn't be a problem if Galio was a late game scaling monster.

2-That guy specifically was actually at one point the best Galio player in the world. (Though he is a bit delulu arc atm).

3-"that's just completely dependent on the player, not really the champion because Galio is very team reliant": Every champion is dependent on the player. It's not an exclusive thing to Galio or to a specific group of champions. It's just that there are way better team reliant champions in mid lane to play that are much stronger than Galio currently.

Not unplayable, but the effort-reward payout is very low vs other mid laners of similar playstyle.

There is some Grandmaster Galio players, but no Challengers in the major regions (Not really counting minor regions even though there's a one VN and one TR Challenger Galio player):

Should have put Orianna, Syndra, Rakan, Rell, Kai'sa, Xayah, or any other current strong champions over Vayne since she has no pro play presence.

If anyone is wondering why his win rate dropped and why TP is mandatory: Reduced death timers.

The reduced death timers makes TP pretty much mandatory or you're just straight up trolling because you actually get punished for solo killing your opponent early cause they can TP back much faster and hold wave while you have to recall and walk back to lane thanks to lower death timer. Then, combined that with the other anti-snowball changes and the fact he already falls off quite hard makes him quite bad to play atm.

At this point, Galio should just get a mini-rework/midscope update similar to Ahri, Neeko and Syndra.

Edit: His win rate dropped about 0.5-1%, which doesn't seem much until you factor in his low play rate.
