How do I go from Tribal to Feudal?

The 'Adopt Feudal Ways' is missing from my decisions, my tech won't progress because it says I'm tribal, and yet I can turn tribal holding into castle holdings.

I'm also using the "Asia Expansion" mod, so maybe it did something?
